It may be hard to tell what the comic-looking figure at the front of the meeting is doing, but there is no mistaking the cat-calls with which it is being greeted. As the other officers on the stage at this meeting sleep and loll on the desk, their shirts and ties contrast with the work clothes and caps of the workers and mark this as an east coast longshore meeting.
