Sept. 25, 1937, Jay Rubin, general director of the Hotel, Restaurant and Cafeteria Employees Organizing Committee, holds the agreement just signed by the Childs Restaurants representative, while Special Prosecutor, later Governor, Thomas E. Dewey looks on. A contract with such an upscale restaurant had symbolic significance. The presence of an Hispanic officer, Miguel Garriga of the Organizing Committee, on the right, shows the union’s commitment to having a representative leadership.
