The artist, Raphael Soyer, immigrated to the United States in the early 20th century. He specialized in portraits of working and middle class Jews, particularly those in the labor movement. His twin brother, Moses, was also a distinguished artist. The Hotels Trades & Labor Council commissioned this portrait and presented it to Jay Rubin in his role as its president.
