Composer Earl Robinson (1910-1991) combined with lyricist Hayes to craft "Joe Hill" at Camp Unity in upstate New York in 1936. The song, based on the execution of IWW songster Joe Hill in 1915, soon spread. It's popularity was enhanced when Joan Baez performed it at Woodstock in 1969.
